8.3.25 OS statfile mismatch

When I built the 8.3.25 patch release, I built the OS statfile against
the readonly version of the OS volume.  (whirlpool was supposed to
have /os pointing to the read-write OS volume, but for some reason it
had the regular system packs attached instead.  Probably my fault.)
This means:

	* Machines which took 8.3.25 presumably did not get the
	  recursive mutex patch, since the kernel_rvd file didn't
	  indicate anything new.

	* Newly installed machines are spewing a lot of track output,
	  although I think they're coming up okay.  This is
	  interfering with some work miki is doing.

I have bumped the version to 8.3.26 for Solaris, made a version file
to get workstations to track the OS and kernel, and rebuilt the
statfiles in the dev cell.  I will release this to the dev cell this
evening.  Hopefully that should be enough to let miki get on with her
work by pointing installs at the dev cell (although it might be a bit
more of a pain).

I propose that we put 8.3.26 for Solaris out to the Athena cell on the
evening of Monday Feb 21.  If that sounds okay to people, I will send
an announcement this weekend.  Propagation instructions:
