some 8.2 Suns can't send mail from local users

8.2 Suns that have taken 8.2.16 or later can't send mail from local
users, because they try to send it from, eg, <root@euterpe> rather
than <root@euterpe.mit.edu>. This patch fixes it:

Jonathon is coming up with a list of possibly affected machines.
Ops: euterpe is fixed, urania is at 8.2.13, menelaus is weird, other
