8.3 system release notes

I've put together a first draft of the 8.3 system release notes. It
should be complete except for stuff we haven't actually put into the
release yet (we haven't upgraded ssh or bind or gone to krb5 1.0.6, we
haven't decided whether we're putting the mule fonts into the release
or at any rate we haven't put them in yet, we haven't decided what to
name xscreensaver or committed dmaze's changes, and we don't yet have
a sendmail.cf patch for |command alias expansions).
For this year's release notes, I've divided up "Other Changes" into
"Changes to Externally Maintained Software" and "Changes to Athena
Software," and made a table at the beginning of the external software
section so people can see what's been upgraded at a glance. This
helps to organize the system release notes now that we're a lot more
focused on externally maintained software.
The system release notes this year are quite short, only eight pages
so far. Part of that is that I decided that we don't really need to
document every little bug fix in the release notes for a full release,
and part of it is that we didn't make as many externally visible
changes.
