Bob Basch explained that the releases are explicitly forcing this.

Since this command can be issued once per machine and be retained, it may be 
worth considering not having the release explicitly set this.  This would 
mean that new machines would have whatever the default setting as until 
someone explicitly ran the command to set them.

Are the lights in 4-035 special in any way?  The normal cause for flicker is 
the lighting.
