Would you put on your "long term release architect" hat and think about
where we should enqueue good ideas like this one.  It is a niggling little
thing that has existed for a while.  We should eventually do it, but
it shouldn't disrupt our release.

It also affects the global dot files.  Don't those get reviewed through
TRB or PPT?

I am cc'ing this request to the release.77 meeting so we won't lose it.
I'm classifying it in the bug list as broken and saving it under release.
