Did you start bosserver with -noauth?

Issue the bosserver command. Include the -noauth flag to disable
authorization checking.
# /usr/afs/bin/bosserver -noauth &
...
Issue the bos setcellname command to set the cell name.
# cd /usr/afs/bin
# ./bos setcellname <machine name> <cell name> -noauth
