[help] about crate a new cell
when I crating a new ASF cell , I came into some problems
and I can't find discription about this problem
show as follows

[root@root ~]# bos setcellname root.cycu.edu.tw cycu.edu.tw -noauth
bos: failed to set cell (you are not authorized for this operation)

What can I do?
ps.my hostname is "root.cycu.edu.tw"
cellname is " cycu.edu.tw"
centOS 4.5
