A program appeared on the net which converts time-of-day into English
or other languages. For example, 12:40 is "Twelve Forty." I want to
provide support for Klingon, but also want to give an "authoritative"
answer. Here's the best I can come up with.
I assume a 12 hour clock and use Okrand's orthography.
Numbers:

Examples:
The program has several different modes (use before or not, use am/pm
or not, and round to nearest five minutes), so I give the English and
