Peter Gutmann's cryptlib 2.0 and Eric Young's SSLeay 0.6.6
are available in Canada from ftp://fractal.mta.ca/pub/crypto/

I made SSLeay available after I spoke with the Department of Foreign
Affairs and International Trade (DFAIT, Canada) on Monday. They told
me it was no problem to export crypto software from CANADA.

The confusion comes from Canada's open border with USA. Due to the open
border policy from the 40s (?), Canada agrees to _honour_ export
restrictions of *USA origin goods*. This is to close a loop hole of
importing to Canada and then shipping goods to Cuba. Canada trades with
Cuba, but USA does not.

I can export SSLeay & cryptlib from Canada because they are "in the
public domain," and the copyright is still honoured.

Over-the-counter "mass-market" commerical crypto software is also free
from export restrictions in Canada.
