I am a law professor and I fully intend to take my contributions to the
lists to the review and tenure committee when I go up for promotion this
year. Although some of it (particularly the discussion on copyright and
scanned reserve readings) may rise to the level of scholarship, I will
suggest the service category and let the committee decide what to do with
it. (Of course it won't be the only entry in the service category).
I do not agree that an electronic journal cannot be accepted as a
heavyweight in its discipline without peer review. Some disciplines,
such as law, get along just fine without peer review. The trouble I
see for getting an e-journal accepted as a heavy weight in law is
technical. How are we going to do footnotes and how are we going to
handle the length that is required for scholarship in law. Other disciplines,
such as library science get along fine with a mix of peer review and
non peer reviewed journals. I think in time an un peer reviewed e-journal
could be a heavy weight in library science. And that time will be just
about the amount of time it takes to organize a good print journal and
solicit good articles (whether print or electronic).
It may take longer in other disciplines where peer review is more
entrenched.

I am feeling uncomfortable that this discussion is going on for
so long. If this is just between the 3 of us then I suggest we
don't bother the other 3,000 readers. Then again, the lack of
general interest may reflect the fact that this discussion leaked
out of the Electronic Journals discussion list where, I believe,
it really belongs. My interest in peer review chiefly relates
to questions about designing new publication formats and how
closely these should/shouldn't mimic existing publications. If
anyone wants to pursue this point, I'd like to suggest posting
comments to the Electronic Journal discussion list.
