PROBABLY.
But not necessarily consistently. It's hard to figure
out what goes on here.

An excellent question. Many of us have been wondering
about that for years.

No doubt there are, but these, too, are mysterious.

Another excellent question. Sometimes it seems to be
(as you say) a college or university. For instance, it
awards degrees, swallows papers, plays games, has a
library, advertises positions in the Chronicle. On
the other hand, it also functions as a rest home for
unemployed politicians and former state officials, is
at the beck and call of current office-holders, likes
to render lotsof services involving laundry and dry-
cleaning, and occasionally is indistinguishable from
a lady of the evening--ANY evening.
