Subject: Information Infrastructure & Technology Act (Gore), Pt. 4 of 4
1 States of advanced manufacturing systems and associated
2 electronic networks;
3 (2) establishing at the Institute and the
4 technology development testbed or testbeds--
5 (A) prototype advanced computer-integrated
6 manufacturing systems; and
7 (B) prototype electronic networks linking the
8 manufacturing systems;
9 (3) assisting industry to implement voluntary
10 consensus standards relevant to advanced
11 computer-integrated manufacturing operations, including
12 standards for integrated services digital networks,
13 electronic data interchange, and digital product data
14 specifications;
15 (4) helping to make high-performance computing and
16 networking technologies an integral part of design,
17 production, sales, distribution, and service of
18 products;
19 (5) conducting research to identify and overcome
20 technical barriers to the successful and cost-effective
21 operation of advanced manufacturing systems and
22 networks;
23 (6) facilitating industry efforts to develop and
24 test new applications for manufacturing systems and
25 networks;

1 (7) involving, to the maximum extent practicable,
2 both those United States companies which make
3 manufacturing and computer equipment and those United
4 States companies which buy the equipment, with
5 particular emphases on including a broad range of
6 company personnel in the Project and on assisting small-
7 and-medium-sized manufacturers;
8 (8) training, as appropriate, company managers,
9 engineers, and employees in the operation and
10 applications of advanced manufacturing technologies and
11 networks, with a particular emphasis on training
12 production workers in the effective use of new
13 technologies and thereby expanding the skill base of the
14 workforce and increasing production flexibility and
15 adaptability;
16 (9) working with private industry to develop
17 standards for the use of advanced computer-based
18 training systems, including multimedia and interactive
19 learning technologies; and
20 (10) exchanging information and personnel, as
21 appropriate, between the technology development testbeds
22 and the Regional Centers for the Transfer of
23 Manufacturing Technology created under section 25 of the
24 National Institute of Standards and Technology Act (15
25 U.S.C. 278k).

1 (d) SUPPORT FROM OTHER FEDERAL DEPARTMENTS AND
2 AGENCIES.--The Director of the Institute may request and
3 accept funds, facilities, equipment, or personnel from other
4 Federal departments and agencies in order to carry out
5 responsibilities under this section.
6 (e) AUTHORIZATION OF APPROPRIATIONS.--There are
7 authorized to be appropriated to the National Institute of
8 Standards and Technology for the purposes of this section,
9 $30,000,000 for fiscal year 1993, $40,000,000 for fiscal year
10 1994, $50,000,000 for fiscal year 1995, $60,000,000 for
11 fiscal year 1996, and $70,000,000 for fiscal year 1997.
12 SEC. 6. APPLICATIONS FOR HEALTH CARE.
13 (a) DEVELOPMENT OF TECHNOLOGIES BY NATIONAL INSTITUTES
14 OF HEALTH.--In accordance with the Plan developed under
15 section 701 of the National Science and Technology Policy,
16 Organization and Priorities Act of 1976 (42 U.S.C. 6601 et
17 seq.), as added by section 3 of this Act, the National
18 Institutes of Health, and particularly the National Library
19 of Medicine, in cooperation with the National Science
20 Foundation and other appropriate agencies, shall develop
21 technologies for applications of high-performance computing
22 and high-speed networking in the health care sector. Such
23 applications shall include but not be limited to the
24 following:
25 (1) Testbed networks for linking hospitals,
26 clinics, doctor's offices, medical schools, medical

1 libraries, and universities to enable health care
2 providers and researchers to share medical data and
3 imagery.
4 (2) Software and visualization technology for
5 visualizing the human anatomy and analyzing imagery from
6 X-rays, CAT scans, PET scans, and other diagnostic
7 tools.
8 (3) Virtual reality technology for simulating
9 operations and other medical procedures.
10 (4) Collaborative technology to allow several
11 health care providers in remote locations to provide
12 real-time treatment to patients.
13 (5) Database technology to provide health care
14 providers with access to relevant medical information
15 and literature.
16 (6) Database technology for storing, accessing, and
17 transmitting patients' medical records while protecting
18 the accuracy and privacy of those records.
19 (b) AUTHORIZATION OF APPROPRIATIONS.--There are
20 authorized to be appropriated to the National Library of
21 Medicine for the purposes of this section, $20,000,000 for
22 fiscal year 1993, $40,000,000 for fiscal year 1994,
23 $60,000,000 for fiscal year 1995, $80,000,000 for fiscal year
24 1996, and $100,000,000 for fiscal year 1997.
25 SEC. 7. APPLICATIONS FOR LIBRARIES.

1 (a) DIGITAL LIBRARIES.--In accordance with the Plan
2 developed under section 701 of the National Science and
3 Technology Policy, Organization and Priorities Act of 1976
4 (42 U.S.C. 6601 et seq.), as added by section 3 of this Act,
5 the National Science Foundation, the National Aeronautics and
6 Space Administration, the Defense Advanced Research Proects
7 Agency, and other appropriate agencies shall develop
8 technologies for "digital libraries of electronic
9 information. Development of digital libraries shall include
10 the following:
11 (1) Development of advanced data storage systems
12 capable of storing hundreds of trillions of bits of data
13 and giving thousands of users nearly instantaneous
14 access to that information.
15 (2) Development of high-speed, highly accurate
16 systems for converting printed text, page images,
17 graphics, and photographic images into electronic form.
18 (3) Development of database software capable of
19 quickly searching, filtering, and summarizing large
20 volumes of text, imagery, data, and sound.
21 (4) Encouragement of development and adoption of
22 standards for electronic data.
23 (5) Development of computer technology to
24 categorize and organize electronic information in a
25 variety of formats.

1 (6) Training of database users and librarians in
2 the use of and development of electronic databases.
3 (7) Development of technology for simplifying the
4 utilization of networked databases distributed around
5 the Nation and around the world.
6 (8) Development of visualization technology for
7 quickly browsing large volumes of imagery.
8 (b) DEVELOPMENT OF PROTOTYPES.--The National Science
9 Foundation, working with the supercomputer centers it
10 supports, shall develop prototype digital libraries of
11 scientific data available over the Internet and the National
12 Research and Education Network.
13 (c) DEVELOPMENT OF DATABASES OF REMOTE-SENSING
14 IMAGES.--The National Aeronautics and Space Administration
15 shall develop databases of software and remote-sensing images
16 to be made available over computer networks like the
17 Internet.
18 (d) AUTHORIZATION OF APPROPRIATIONS.--(1) There are
19 authorized to be appropriated to the National Science
20 Foundation for the purposes of this section, $10,000,000 for
21 fiscal year 1993, $20,000,000 for fiscal year 1994,
22 $30,000,000 for fiscal year 1995, $40,000,000 for fiscal year
23 1996, and $50,000,000 for fiscal year 1997.
24 (2) There are authorized to be appropriated to the
25 National Aeronautics and Space Administration for the
26 purposes of this section, $10,000,000 for fiscal year 1993,

1 $20,000,000 for fiscal year 1994, $30,000,000 for fiscal year
2 1995, $40,000,000 for fiscal year 1996, and $50,000,000 for
3 fiscal year 1997.
4 SEC. 8. ACCESS TO SCIENTIFIC AND TECHNICAL INFORMATION.
5 (a) ASSOCIATE DIRECTORS.--Section 203 of the National
6 Science and Technology Policy, Organization, and Priorities
7 Act of 1976 (42 U.S.C. 6612) is amended--
8 (1) by striking "four" in the second sentence and
9 inserting in lieu thereof 'five"; and
10 (2) by adding at the end the following new
11 sentence: "Among other duties, one Associate Director
12 shall oversee Federal efforts to disseminate scientific
13 and technical information.".
14 (b) FUNCTIONS OF DIRECTOR.--Section 204(b) of the
15 National Science and Technology Policy, Organization, and
16 Priorities Act of 1976 (42 U.S.C. 6613(b)) is amended--
17 (1) by striking "and" at the end of paragraph (3);
18 (2) by striking the period at the end of paragraph
19 (4) and inserting in lieu thereof "; and"; and
20 (3) by inserting immediately after paragraph (4)
21 the following new paragraph:
22 "(5) assist the President in disseminating
23 scientific and technical information.".
