Apple Library of Tomorrow is supporting the Packet Radio Internet
Extension project that involves San Diego Public Library,
Zoological Society of San Diego Library, and San Diego State
University Library (where the others will connect to the Net).
Edwin Brownrigg of MemRi and Dewayne Hendricks of Tetherless
Access Ltd are the organizing and technical forces behind the
project.
The radio hardware will vary during parts of the experiment, using
various speeds (9.6 kps to 1.5 megabits/sec) and power levels (1-3 watts).
Antennas will be omni- and uni-direcectional. Software will be tested
to allow transmission of AppleTalk network protocols over a wireless
network. In effect, the libraries will be using a wireless
MAN (metropolitan area network) that has a lot of possibilities
for public access, use in developing countries, and in rural areas.

I believe that Hawaii has been running their academic computer network
on packet radio for 20 years or so.
