TELECOMMUNICATIONS AND INFORMATION INFRASTRUCTURE POLICY
The ALA Committee on Legislation and its Ad Hoc Subcommittee on
Telecommunications are sponsoring an open hearing. Opinions and
recommendations on the development of ALA policy on the provision
of expanded telecommunications capacity and the delivery of
electronic information services will be solicited from ALA units
and members. In short, this hearing concerns national information
infrastructure policy issues.
All those interested are urged to provide comments, questions, or
recommendations to the Committee during the hearing on June 28.
Written requests to speak should be made to the ALA Washington
Office by June 24. Speakers are strongly encouraged to submit
comments in written form. However, written comments (from speakers
and others) will be accepted in ALA Washington Office until July
31.
The Committee and subcommittee are particularly interested in the
comments on such questions as the following:
* How can basic principles such as freedom of expression and
privacy rights be protected?
* What capabilities should constitute universal service?
* How can we ensure a variety of electronic information sources
and providers?
* How can affordable access to telecommunications services be
achieved and protected for libraries so that the library safety
net is available for all users?
* How can the provision of sophisticated services be guaranteed
for inner cities and rural areas?
* How can longstanding policies of the print era such as
preferential postal rates and fair use of copyrighted works be
translated into the electronic era?
* What changes or elaboration may be required in ALA's
longstanding policy in support of preferential
telecommunications rates for libraries?
* What alliances, strategies, or specialized expertise will be
needed to help formulate ALA policy and move it forward?
A background paper, "Telephone Companies and Information Services,"
prepared for the ALA Committee on Legislation by the ALA Washington
Office, was mailed on May 20 to all ALA units with information
about the program and hearing. The background paper was also
attached to the May 20 issue of the _ALA Washington Newsletter_.
