Centrella,

The Vanderbilt Television News Archive has copies of all of the
televised major speeches of President Bush.  While we don't have
transcripts, we do have the video.  Individuals associated with
universities that subscribe to our resource can see the CNN
versions of the programs online,  otherwise the material is
available through our fee-based videotape loan service.
