database cleanup

We are a small size library and we are planning to clean our database: i.e., upgrade and cleanup of brief records, authorities processing of Library of Congress, etc.

We know that many companies are providing such service, but we have in mind OCLC (MARS) and Marcive. Can anybody give an opinion re which one is better or more suitable to a small library?
