Adding a laminate over any type of barcode can lead to problems reading the
barcode.  In your case a photocomposed label with a laminate applied during
production should not really need additional protection.   The cost of
adding the 2nd laminate and the time to apply it far out weigh the cost of
replacing a barcode occasionally if it becomes unreadable.

If you are using other types of label production (impact or laser) then a
laminate might be appropriate.   A concern with laminates is that over time
the laminate material (or the adhesive) might become opaque.    Always test
the readability with a test run of barcodes with your scanning equipment
before ordering authorizing the production of the full order.
