WAIS is NOT a protocol. WAIS is built on the Z39.50-1988 NISO standard,
which is a protocol. WAIS is a VERY successful implementation of the
Z39.50-1988 standard, but there are others.
A new version, Z39.50-1992 is out (or nearly so). RLG's announced
implementation, my server at research.att.com, and several others not yet
announced or "freely" available are based on the Z39.50-1992 standard. WAIS is
planning (last i heard) to become a Z39.50-1992 implementation. But not yet.
ANd unfortunately Z39.50-1992 is NOT compatible with Z39.50-1988.
By the way, Z39.50-1992 makes part of the protocol things like Boolean
searching.
And there is an ISO SR standard (10162/10163) which is Z39.50-1992 compatible.
