DALNET (Detroit Area Library NETwork) is experiencing networking problems
in our WAN.   Our WAN consists of members using either or both Frame Relay
and the Internet.  These problems manifest themselves in a number of ways
and we suspect are caused by a number of different network configurations,
ISP configurations, equipment configurations, etc.  The situation is a bit
more complex because our members are responsible for the LANs on which the
"problem" workstations reside.  We are considering hiring a consultant to
conduct a pilot project and audit several of our sites that are
experiencing the greatest number of problems.

My questions are

For library organizations have done this already in a WAN could you share:
1. Your RFP
2. Names of organizations contacted to bid
3. Your satisfaction level with the results
4. Names of service providers for DSL, Frame Relay, etc. from whom you get
responsive and satisfactory service
5. Other beneficial information
