Vacancy Announcement
Between the mountains of the Blue Ridge and the shores of the Outer
Banks lies North Carolina's Research Triangle of Raleigh, Durham, and
Chapel Hill. One of the nation's premier concentrations of academic,
corporate, and public research, the area combines moderate year-round
temperatures, rolling hills, championship college athletics, and a rich
diversity of cultural events. While the Triangle consistently leads the
lists of desirable American communities, the North Carolina State
University Libraries has been recognized as the first recipient of the
Association of College and Research Libraries’ Excellence in Academic
Libraries Award for its teamwork, innovation, and continuous interaction
with students and faculty to further the educational mission of NC State
University. In the past seven years, the NCSU Libraries has made an
unprecedented rise through the ranks of the Association of Research
Libraries to its current position of 35th among the 112 university
member libraries.
The North Carolina State University Libraries invites applications and
nominations for the position of Director of Personnel Management,
responsible for managing personnel services, including personnel
administration for librarians, exempt and non-exempt staff, and student
assistants (309 FTE), and management of office staff (5 FTE).
Responsibilities
• Plans, develops, and delivers responsive and innovative personnel
services. Supervises Personnel Technician, Personnel Assistant, and
student assistants. Prepares budget requests, statistical and annual
reports, and strategic plans.
• Manages the recruitment program for librarian positions. Coordinates
the work of two Libraries Fellows assigned (half-time) to support and
enhance recruitment efforts.
• Plans and manages the recruitment of technical, paraprofessional, and
support staff. Oversees search processes, advises and consults with
hiring officials, negotiates offers.
• Works with employees and mangers to resolve employee relations issues
and insure compliance with relevant policies and regulations.
• Advises on position classification and provides guidance on the
probationary and performance management processes.
• As a member of Personnel Services management team, helps plan and
administer programs that meet the strategic training and learning needs
of library employees, including supervisory and management training.
Actively supports diversity initiatives. Conducts orientation and exit
sessions.
• Analyzes workflow, and implements customer service-oriented
improvements for efficiency and effectiveness.
• As department head level position, serves as a member of the
Libraries’ Management Council, participates in planning, serves on
library-wide committees, task forces, and teams, and is expected to be
active professionally.
• Reports to the Assistant Director for Organizational Design and
Learning.
Qualifications
Required:
• ALA-accredited MLS. Minimum 3 -5 years relevant experience.
• Previous supervisory experience, demonstrated ability to resolve
employee relations issues.
• Familiarity with Affirmative Action, and other relevant laws,
regulations, and policies
• Strong analytical skills.
• Excellent interpersonal, oral, and written communication skills.
• Able to exercise judgement and handle personnel matters with
discretion.
• Able to use current technology for personnel operations and
communication via the Web

library initiative, making digital resources accessible to the citizens
of North Carolina.
Salary and Benefits
The Libraries offers a competitive salary commensurate with experience,
not less than $55,000 for this position. Librarians have academic status
without tenure or rank. Benefits include: 26 days vacation, 12 days
sick leave; health insurance (comprehensive major medical or HMO); and
state, TIAA/CREF or other retirement options. Additional and optional
dental, life, disability, deferred compensation, and legal plans are
available. Tuition waiver program for all campuses of The University of
North Carolina is available. Relocation allowance.

Responsibilities
The Head of Digital Library Initiatives leads the development of the
Libraries’ innovative array of digital products and services.
Collaborates with library and campus units, academic computing, faculty,
and students in order to foster and integrate new digital library
solutions that will shape the future of the university's information
environment. Responsible for a department of 10 full-time staff members
with expertise in digital initiatives. Oversees development of an
agenda for projects involving Web-based services; multimedia cataloging,
search and delivery systems; customizable portal access; and emerging
teaching and learning initiatives. Supervises state-of-the-art Digital
Media Laboratory, offering hardware and software for digital media
creation and customization such as optical character recognition (OCR),
audio, video, and enhanced still media, as well as emerging
technologies. Works closely with the Systems department to ensure
smooth transition of prototype-to-production systems. Collaborates with
library units on Web development activities that have library-wide
impact. Active professionally, seeks collaborative possibilities with
peer institutions. Monitors and develops partnership and grant
opportunities. Participates in library-wide planning activities and
serves as a member of the Libraries’ Management Council. Develops
departmental goals and objectives, prepares budget requests, and manages
budget allocations. Reports to the Associate Director for Information
Technology.
Qualifications
Required: ALA-accredited MLS or equivalent advanced degree in
information science or related field. Significant relevant professional
experience. Demonstrated management and leadership skills and evidence
of ability to interact collaboratively with diverse agencies and
departments and with faculty and students. Evidence of innovation using
emerging information technology, coupled with successful project
management experience. Understanding of various library units and
operations in an environment focusing on user service. Excellent
interpersonal skills; ability to communicate clearly, knowledgeably, and
personably, orally and in writing. Understanding of library Systems
operations. Ability to develop concepts from idea to implementation and
to inspire an effective team environment. Knowledge of research and
education in a university setting. Demonstrated record of ongoing
professional development.
