As a matter of fact, Bill, I just downloaded one called the "WeMedia Talking Browser" from these folks earlier this week:

It's free! Not shareware, but honest-to-goodness freeware! It requires a PC-compatible platform (no Mac version yet) and also requires you to have IE installed.
I've played with it a little, and while there are a few things I don't like (it doesn't tell you graphically where a link is taking you ahead of time, and the reader trips up occasionally on common words) it's still pretty impressive. I especially liked that it read "mph" as "miles per hour."
