In addition to the other reasons for library's being targeted I'd mention
two: library sites generally exist to provide wide spread access, and
that of course runs counter to the more cumbersome security measures.
Secondly, library files often require large amounts of disk space that can
be useful to a hacker.
On the positive side, we are not banks or personnel offices, so the amount
of sensitive user information available to hackers is usually limited.
This enables us balance our risks with our user needs, and go with
lighter, less cumbersome authentication methods on our public sites. And
a good backup system will allow for quicker recovery if the security is
breached.
