Subject: T1s, Libraries and Economic Development
I work for a community economic development organization on a public =
computer program. A rural action team in southeastern Kentucky is =
working with the Center for Rural Development to implement CenterNet, a =
video-conferencing and public access computer program funded by the SBA. =
The Center has over 20 of these CenterNet sites located throughout =
southeastern Kentucky.
The local action team in Owsley County, who owns the facilities that =
house the Action Team and the Public Library, are ready to have the =
equipment installed. The Center pays for the first year of a T1 line =
for Internet and video-conferencing access through the Center. After =
the first year, the Action Team will become responsible for the T1 =
costs.
It was hoped that this T1 could be installed by the Library using the =
Universal Services Discount. Is it not legal for the Library to apply =
for a T1 since they are in the same location and connect the CenterNet =
lab as well? Can the Action Team pay the library lab fees for the use =
of the Internet? Any advice you can give, as quickly as you can give =
it, would be greatly appreciated.
I am very excited to see the changes libraries are making in the kinds =
of technology publicly available, especially the GIS. I have learned a =
lot from all of the discussions on this list and look forward to hearing =
your thoughts on our issues.
