Certainly in  advanced contexts . E.g. our research group is currently
helping the Commission of the European Communities to set up a network of
research institutions within the EC that are dedicated to research in
information technology impact. We are also suggesting e.g., again in a very
specific context, an e-mail based network among legal researchers dealing
with issues of information technology ranging from contract law to access
to information and data protection.
Finally there will be an increasing use of such tools at schools in the
context of language training and cultural learning (Ironically, one such
project is on the way betweeen a school in a weel-to-do district in
Northern Germany and a school in the New York Bronx - firstly I think
because that is more fascinating than just connecting with another European
counterpart and then it may be less costly to get e-Mail to N.Y. than to
another European country ....
