The North Of Boston Library Exchange (NOBLE) has been sharing resources
among seven college libraries and seventeen public libraries for 15
years.

Five academic libraries joined ten public libraries in 1984 to share
resources and share management of an automated circulation system.
Services have grown to include an online catalog, EBSCO databases,
technology training and cooperative collection management.  To encourage
resource sharing, the regional library system provides daily delivery
among members.  Card-holders of the public libraries can use the academic
libraries directly or request materials via ILL.

Governance of the non-profit corporation is shared among members through
an Executive Board and professional staff.  Budgets and policies are voted
by representatives of all member libraries.  Training is provided at the
consortium office, which includes a 12-station PC training room.  College
members include a state college, three state-funded community colleges
and three private colleges.
