Hi all,
Here is the summary of responses to my question to the list about when
permission is sought before adding a link to someone's site to your web
page.
3 people said it is never necessary to ask permission. They cited the
openess of the web and used analogies such as bibliographic citations.
7 people indicated that (whether they actually did so or not) there were
instances when it was courteous to do so because of the large amount of
effort expended by the author or in the case of a personal page on a small
server.
A staffer at the Tulsa library (thanks, whoever you are) sent me this URL
which summarizes the legal issues involved.

I personally still think it is courteous to seek permission if the site is
non-institutional. Besides, the authors are REALLY pleased to hear from
you.
