Please consider this a bit of an online press release.

On November 18, 1998, users of INSPIRE downloaded 117,500 pages of full
text. Average daily usage is above 70,000 pages downloaded. This is,
however, the first day that usage has broken the 100,000 page barrier.

INSPIRE is hosted by INCOLSA, Indiana's library network of 745 members. The
suite of databases from EBSCO is available to every citizen of the state
with access to the Internet from homes, offices, school rooms, and
libraries. INSPIRE was possible because all of the libraries and library
organizations of the state joined together with a common vision. INSPIRE is
supported by the legislature of Indiana, the Indiana State Library, INCOLSA
and the Lilly Foundation. Total funding for the first year of operation is
less than $1.5 million.

By the end of our first year of operation we will have served nearly
10,000,000 pages of full text. It is doubtful that anyone involved in the
project would have predicted this level of usage or cost effectiveness.
Having achieved it, we highly recommend this model of library cooperation to
other states. We intend to report the project more completely near the end
of the first year of operation.

I would rather risk failure than achieve it without risk.
