BOPAC2 and Willow: roots of the same tree?

The University of Washington, Seattle, has what appears to be a similar
product called JavaWillow which is based on its Willow (Washington
Information Looker-upper Layered Over Windows) application. Willow is also
Z39.50 client. The WinWillow version I've used has more features than the
current JavaWillow.
Willow is also used as the graphical interface for campus access to the
University of Washington library catalog and databases.
