Finding the owner or name of a IP Address

Hello,
I've got a slight problem here. My system has mysteriously became another
IP address!
I suspect that some router or ISP along the way has misconfigured
something.
While my ISP is slowly working on the problem, I would like to speed things
up by finding out where the problem lies.
The question is:
How do you find the domain name for an IP address? Is there a website for
it?
I've visited apnic.net, nettropolis.com.sg and arin.net already.
Or if anyone can tell me who or what 210.24.206.2 is and who owns it.
ARIN only tells me it is assigned to APNIC, not as to who APNIC assigned it
to.
Once I can get a name I can figure out who owns it but so far I've had no
luck.
