Rebooting problems

We've been running into difficulties with patrons rebooting
our Windows 95 workstations.  Among other things, they use
the Web browser to do e-mail, and are concerned that the
next user might be able to read their mail.  Instead of
exiting the browser, patrons are re-booting the system,
usually by using the reset button or by flicking the power
switch on and off.  Our systems manager has even caught a
few folks unplugging and re-plugging the power cord.  How
are other institutions dealing with this problem?
