Information technology standards play a key role in the evolving=20
information infrastructure. Dramatic changes in the institutional=20
dynamics, purposes, and conduct of IT standardization processes=20
has lead to a contentious, and often confusing, standards=20
environment for private and public sector organizations. This=20
seminar brings together four internationally renowned experts in=20
IT standardization, who will collectively explore the changing=20
role of formal standards organizations and government standards-
setting, the nature and dynamics of standards conflicts, and the=20
relationship of technical standards to (de)centralization,=20
globalization, and the evolution of markets.

BIOGRAPHICAL NOTES
Carl Cargill
Carl F. Cargill is the Standards Strategist for Paladin=20
Consulting, a Colorado based firm specializing in standardization=20
strategies. Previously, he was the Director of Standards at=20
Netscape Communications Corporation, where he was responsible for=20
managing Netscape's open standards efforts. He has been a=20
standards strategist for nearly twenty years, and has held=20
similar positions at both DEC and Sun Microsystems. His most=20
recent book, Open Systems Standardization: A Business Approach,=20
looks at information technology standardization, open systems,=20
and the application of both of these to business. He has=20
published two books, over 100 articles on business and standards=20
and is the Editor-in-Chief of StandardView, the Association for=20
Computing Machinery's publication of standardization. He was the=20
standardization expert on the Congressional Office of Technology=20
Assessment's Electronic Commerce Committee, and has participated=20
on panels called by the OMB and the FCC. Carl is on the Board of=20
Directors of the Open GIS Consortium, is a member of the ECMA=20
Consultative Committee, a member of the W3C Advisory Board, and=20
past Chair of the Open Group Marketing Council. He has held=20
positions as the Chair of the Open Group Marketing Council, Chair=20
of the ASC X3 Strategic Planning Committee, and Z1 (Quality)=20
Executive Council. He was also Netscape's member of the Object=20
Management Group's Board of Directors and the Netscape=20
representative to the W3C Advisory Committee.
Roy Rada
Roy Rada has an M.D. from Baylor College of Medicine and a Ph.D.=20
in Computer Science from the University of Illinois at Urbana.=20
From 1984 till 1988 he was the Editor of Index Medicus at the=20
American National Library of Medicine, from 1988 to 1995 was a=20
Professor of Computer Science at the University of Liverpool, and=20
since 1995 has been the Boeing Distinguished Professor of=20
Software Engineering at Washington State University. Roy is a=20
Fellow of the Association of Computing Machinery, the author of 6=20
books, and serves on the editorial board of 15 journals. He=20
chaired a standards project team that produced a European=20
standard for a medical informatics vocabulary for the Committee=20
of European Normalization and is a charter member of the=20
Association for Computing Technical Standards Committee.
Gio Wiederhold
Dr. Gio Weiderhold is Professor of Computer Science, and Medicine=20
and Electrical Engineering, at Stanford University. In his over=20
40 year career, Professor Weiderhold has received distinctions=20
from many national informatics associations for his contributions=20
to computer science and has been consulted by a wide-range of=20
private and public sector organizatios. He is a past member of=20
the National Industrial Information Infrastructure Protocols=20
(NIIIP) Technical Advisory Board, a former fellow of the ACM,=20
IEEE, American College of Medical Informatics, among others. He=20
is currently on the IFIP Working Group on Databases and the=20
Technical Advisory Board, NIST Consortium for Integrated=20
Intelligent Manufacturing PLanning and EXecution (CIIMPLEX).
