TELEPHONE INTERVIEW WITH TROY DOW

Re: S. 505, the Copyright Term Extension Act of 1997

Mr. Dow handles copyright term extension issues in Senator Hatch's
office.  Sen. Hatch sponsored S. 505.  The following is based on my
written notes of a telephone interview and are not necessarily his exact
words.

What is the status of S. 505?
Pending committee action.

When is action anticipated?
Spring.  The committee and Sen. Hatch have promised to finish work on
Internet Service related issues and WIPO.  These will take a few weeks.
Action will be taken soon after.  Because this is a short session, any
legislation that does not make it to the Senate floor in the next several
weeks probably will not be acted upon.

How can I be notified when hearings will be scheduled?
There are no plans for hearings.  The text of the bill is similar to that
presented to the committee for hearings a few years ago, and hearings are
not considered necessary.

How can I be notified when committee action might take place?
Call back in a few weeks.

What groups have supported S. 505?
It has been supported on many fronts.  The bill is considered
non-controversial.  It is supported by the administration because of the
benefits from harmonizing with European laws.

What groups oppose?
Opposition has not been strong.  Film archivists and a some law
professors.  For more information on interest in the bill, look up the
previous congressional hearings.

Has H.R. 2589, the House version of S. 505, passed the House?
Yes, I think the day before yesterday.  March 25th.
