We successfully used one of several commercial packages that do this in a
local library. The one we chose that seemed to work the best was called
'Storm Windows'. I'm not sure of the name of the company but 'Cestus'
seems vaguely familiar. The package is fully configurable to as much or
as little protection as you need...and it's simple to use.
It doesn't actually restore to the original configuration, though. It
just blocks people from changing the configuration which is actually
better.
