Karen - Universal Service has been a nightmare for state libraries. Most
of us have taken on the role of informing our clients about the program.
Our "required" role, here in Idaho, as with most states, is simply to
approve a library's technology plan. We have no control over the
program nor do we administer the program. Yet, our clients look to us
for leadership -- definitive answers. The ambiguity of this program,
specifically the delay in providing an application form, has created no little
frustration among our clients. They are frustrated because we can't give
them satisfactory answers. "We are still waiting on the application form"
wears thin quickly.
Early on, we at the Idaho State Library, decided we would develop a
web site to inform our patrons. You can view it at:

The web site contains an excellent summary of the FCC Order as it
applies to libraries and a checklist of things that will need to be done in
order to receive the discounts. These were prepared by Ann Joslin,
Associate Director, Library Development Division, Idaho State Library. I'm
proud to say that many state libraries borrowed heavily from our web
site.
I haven't updated the file recently, I'm embarrased to say.
We also decided to do workshops around the state in August, even
though we had not seen an application. Our approach was to tell our
clients what we knew, realizing that we would have to deal with their
anxiety and frustration over the unknown.
Right now we are just sitting tight waiting for the application to be
developed and for the lawsuit to be settled.
