Robert,

What we do here is set up our Web Browser (we use Internet Explorer) to open
to an  Internet Use Policy HTML  file on the hard drive.  At the bottom of
the policy is a button that links to a file with our "Gateway to the Web"
file, which is also on the hard drive.  There's no guarantee that patrons
read it, but they've had to scan past  it to get to our links.  I suppose
you could set up a button that said I accept the terms  (or whatever)

I don't work with HTML, so I don't know the details, but if you want more
information, I could refer you to the librarian who set it up.

I know that what we have doesn't prevent someone who knows what they're
doing from just typing in an address and going, but it's met our needs so
far.
