If they did -- over the WORLD WIDE Web -- would that not be in breach
of their licences with the originators of the CD-ROMs? (Offering
Web-type access to CD-ROMs only to users on a particular campus would
be a different matter though ...)

I suspect that a lot of libraries offer this capability (the
Georgetown University Library does), but that access to the data bases
may be restricted dependent on the wishes of the publisher.

Many libraries support these databases on cdrom, on web,
etc. However, none of them will provide access unless the
users meet the license criteria. Usually this is limited to card
holders of the public library in question, students and staff of
the university providing the service, etc. We provide several of
these, and many others, but it will take you a BSU ID card,
which is checked at the time of use, to get access, or else
access to an on campus computer (which almost always
requires an ID to get that access).
I'm sure that UMI would gladly sell a statewide license to the
State of Texas, but I'd guess that the cost would be
prohibitive, even for "wealthy Texans".
