To Mr. Morris' comments about inadequate network access in rural areas
I feel I should add that there is evidence that this is an
urban problem as well.
In August of 1995, Rita Thompson-Joyner, Exective Assistant to The
Director of the D.C. Public Library, quoted in the Washington Post*,
stated that that 13% of households in the District of
Columbia lack telephones. Yes, that's Washington, DC.
