The National Library of Medicine is seeking a Systems
Librarian to work in the Collection Access Section of the
Public Services Division.  The potential candidate should
have experience with a wide variety of software, including
WordPerfect, Excel, Procomm+, and Microsoft Access and
a desire to master new technologies. Demonstrated
familiarity with PC hardware and software in DOS, Windows,
and client/server environments.   The incumbent will be
responsible for developing and maintaining the Section#s
web page with information related to NLM#s document
delivery services and the DOCLINE system.  The incumbent
will participate in planning, designing, testing, and
implementing system enhancements to DOCLINE, NLM#s
automated interlibrary loan request routing and order
referral system.  Demonstrated ability to work with staff with
varying levels of technological expertise.  Ability to plan and
conduct training activities for staff in the use of these new
technologies.  The potential candidate should have strong
analytical, written, and communications skills.

DESCRIPTION OF DUTIES: This position is located in
the National Library of Medicine, Division of Library
Operations, Public Services Division, Collection Access
Section.  The incumbent participates in planning, designing,
testing, implementing and evaluating computer applications
and related technology; applies a knowledge of library
operating procedures, online files and processing
procedures, systems analysis techniques, and
computer programming to the solution of technical
processing problems, to improve operating efficiency in the
Division or to provide better management information; tests
and evaluates new or updated databases and retrieval
system changes before they are released for public use;
serves as a technical expert in library automation and
provides training to personnel in the use of the various
automated systems; and collects and organizes data
including organization and preparation of charts, tables,
graphs and statistical reports for management personnel
and for use in the preparation of presentations.

QUALIFICATION REQUIREMENTS: Librarian: GS-9
Must meet one of the following:
1) Master's degree or successful completion of two full
years (60 semester - or 90 quarter hours) in library science
from an accredited college or university; OR, 2) One of the
following: Master's degree in Library Sciencefrom an
accredited college or university; OR successful completion
of 30 semester - or 4 quarter hours of graduate study in
library science; OR a 5th year bachelor's degree in library
science plus one year of professional librarian experience;
OR a combination of college level education and librarian
experience totaling at least five years, OR a total of five
years' library experience.  In addition, possesses one year
of professional experience in one or more of the major
functional areas of librarianship, such as acquisitions,
cataloging, readers' advisory services, etc., equivalent in
difficulty and responsibility to the GS-7 level in the Federal
service. GS-11: Must meet one of the following: 1)
Completion of all requirements for a doctoral degree or
three full years of graduate study in library science from an
accredited college or university; OR, 2) The qualification
requirements for GS-9 positions plus possesses one year
of professional librarian experience equivalent in difficulty
and responsibility to the GS-9 level in the Federal service.
GS-12: Must meet the qualification requirements for GS-11
with one year of professional librarian experience
equivalent to the GS-11 level in the Federal Service.
Specialized experience is defined as experience that has
equipped the applicant with the particular knowledge, skills,
and abilities to perform successfully the duties of the
position, and that is typically in or related to the position to
be filled.

Technical Information Specialist:  Applicants must meet the
basic requirements: a full 4-year course of study that meets
all the requirements for a bachelor's degree with a major
study in the subject-matter field of the position; OR four
years of experience that provided a knowledge of the
basic principles, theories, practices, techniques, and
terminology of a discipline or subject-matter field; an
understanding of the standard methods, procedures, and
techniques of research and analysis in the subject-matter
field; and where appropriate, ability to read and
comprehend nontechnical material in one or more foreign
languages.  Such experience must have been equivalent to
that which would have been gained through a
4-year college curriculum; OR a combination of education
and experience.  In addition to the basic requirements,
applicants must meet the following: GS-9 level must have
two full years of progressively higher level graduate
education or master's degree related to the position or one
year of experience equivalent to at least the GS-7 level.
GS-11 level must have three full years of progressively
higher level graduate education or doctoral degree related
to the position or one year equivalent to at least the GS-9
level.  GS-12 level must have one year equivalent to at least
the next lower grade level. NOTE: Experience must have
demonstrated the ability to perform, supervise, or direct one
or more of the functional areas of work covered by this
series; to understand the concepts, theories, new
development, and co-relationship of information in related
fields; and to maintain up-to-date information on the state of
the art.

SELECTIVE FACTORS (SFs):  In addition to the
qualification requirements outlined above, the following
selective factor(s) will be used in determining basic
qualifications: Knowledge of library systems analysis
andlibrary operating procedures.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):
Applicants meeting basic qualifications will be evaluated in
terms of the following job-related KSAs:  (1) Skill in
communicating in writing; (2) Skill in communicating orally;
and (3) Skill in analyzing personal computer hardware or
software problems, identify the source of the problem and
either resolve it personally or make recommendation for
resolving the problem.  Any experience, awards, and/or
specific training and educational courses that relate to the
KSAs should be described as a way of demonstrating your
level of competence in the KSAs.  Experience may be as an
employee or volunteer, paid or unpaid.  It is necessary that
you state specifically what you have done when
demonstrating your competence in each KSA.  The level of
KSA possession is determined through a review of each
application for the position.  In order to be considered for
this position, applicants are strongly encouraged to
