Tapeloaded databases: separate vs. combined?

Our University Library System is in the process of tape
loading three Information Access databases: Expanded academic
index, Business index and Health index. The Powers That Be have
asked for opinions as to whether the three files should be
indexed separately, so that they would be searched one-at-a-time,
or indexed as one file, searchable all at once. There seem to
be points for and against both options. We would be very
interested in hearing opinions from anyone else who has used any
of these databases, separately or in some combination, or has
been faced with a decision similar to this. Thanks!
