Yes.  EpochBackup comes to mind :-) as does BSD dump.  I'm sure other
examples exist.  Chown, chgrp, chmod -- all these things are done for
a reason and need to be preserved!

Also, only using mtime leaves you vulnerable.
For example, Steve Harris writes:

  >applicaton) could change the mtime and atime to make it look like the
  >file is not new.

Be careful -- such "brain-damaged" applications are plentiful.
Consider tar with the "p" (preserve) option.
