Apparently IBM thinks that you cannot freely use Arla to access IBM AFS
servers. They would like to charge you for $99 per "registered entity".
The following is from IBM's Software Announcement 299-071, March 16, 1999,
"IBM Enterprise File Systems: AFS and DFS Enhancements".
Non-Supported Registered Entity Environment
This licensing option is offered for customers to use non-IBM offered AFS
or DFS client software to allow Registered Entity access to the IBM offered
AFS or DFS software. The registered entities may be accessing the client
code either directly (on the same machine) or indirectly via separate
client machine (for example, from Web-browser in a local network). Program
Services are not provided for Non-Supported Registered Entity licenses.
