Morning Headlamp — North Slope projects put on hold October 3, 2016 Posted in News Heavy lift ahead. Two North Slope projects representing 55,000 barrels of heavy oil have been put on hold for the time being until the projects prove more cost effective. The experimentation continues, said Steve Moothart, a petroleum geologist with the Alaska Division of Oil and Gas. The companies are continually looking at their well operations, their pump designs, their well designs, to try and optimize and get the most out of these wells. Oil production at the site — in the Kuparuk River Unit about 40 miles west of Prudhoe Bay — is expected to peak at 8,000 barrels daily. The first drops of crude were originally supposed to begin flowing in early 2017, in what ConocoPhillips called the largest investment in viscous oil at Kuparuk since 2004. Hilcorp Alaska said a year ago it was hoping to restart the test program, but an official also noted it had other, conventional projects to pursue, according to the Alaska Journal of Commerce.
Perfect storm. Experts have begun to question Presidential candidate Hillary Clintons plan to slash US oil consumption over the next decade. The target — to cut U.S. oil consumption by a third by 2027 — is an example of Clintons hard line on fossil fuels during the Democratic primary and the general election. The plan includes a program to promote natural gas development overseas through the use of hydraulic fracturing. Clinton launched the Bureau of Resource Management, which sought to export shale drilling capabilities in order to reduce U.S. allies reliance on coal and natural gas from Russia. According to Peter Saundry, chief scientist at the National Council for Science and the Environment, it would take a perfect storm to reach her goal, and such a combination is not likely to brew anytime soon.

According to McCown, The critical point is that the Administration should be looking for ways to stimulate, not impede, industry from making investments in the Arctic. Given the very long lead in times needed to develop offshore resources at least a decade according to most industry experts cutting the leases will have precisely the opposite impact. Not only will it effectively ban any offshore activity in the region for the next 20 years, it will start a domino effect across a host of maritime and support services, derailing Alaskas economy and symbolically hanging a Closed for Business sign on the door.
