My impression is that this is really about disputes about who is a Tier
1 ISP and no-cost peering vs paying for transit. It seems OCCAID sees
itself as a tier-1 ISP but some others see it as an entity that should
be paying for transit. In particular, there were issues with
connectivity between OCCAID (MIT's prefix in particular) and cogent,
while OCCAID and he.net were ok. I suspect that this has resulted in
people with only OCCAID (e.g. MIT) and people with only cogent getting a
second carrier. It's hard to pin the blame precisely.
Given the new Mass IX, it may be that getting peering to specific nets
is easier than it used to be, so this might get better.
Veizon FiOS residential is not showing any signs of having v6.
I can confirm your experience; the address you gave is unreachable from
my occaid/sixxs-usbos01 tunnel, and works from MIT (via he), BBN (via
sixxs/your.org), panix/nyc (via he), and a box in Germany (via level3 in
frankfurt).
