MEXICO CITY The body of a U.S. teenager was found in
the trunk of a burned-out car in western Mexico along with the
bodies of two other youths, prosecutors said Tuesday. An employee of the state
prosecutors' office in Michoacan state said the car holding the remains of
the three young men was found on the side of a rural
road on Christmas Eve. The young men had last been seen on
the night of Dec. 23.The employee, who was not authorized to be
quoted by name, identified the dead American as 18-year-old Alexis Uriel Marron.Prosecutors
are looking into robbery as a possible motive because none of the
men's possessions were found in the car. But the area has also
been the scene of bloody turf battles between drug gangs. The Knights
Templar and Jalisco New Generation cartels are believed to be active in
the area.Marron was a student at Rolling Meadows High School in suburban
Chicago and had relatives throughout the area. Marron's cousin, Danila Zendejas, told

PHOENIX An administrative law judge ruled Tuesday that a Tucson school
district's ethnic studies program violates state law, agreeing with the findings of
Arizona's public schools chief.Judge Lewis Kowal's ruling marked a defeat for the
Tucson Unified School District, which appealed the findings issued in June by
Superintendent of Public Instruction John Huppenthal.Kowal's ruling, first reported by The Arizona
Daily Star, said the district's Mexican-American Studies program violated state law by
having one or more classes designed primarily for one ethnic group, promoting
racial resentment and advocating ethnic solidarity instead of treating students as individuals. The
judge, who found grounds to withhold 10 percent of the district's monthly
state aid until it comes into compliance, said the law permits the
objective instruction about the oppression of people that may result in racial
resentment or ethnic solidarity."However, teaching oppression objectively is qu

ion in the Middle East as part of a global war on
terror, a conflict that is hard to define by conventional measures of
success."This is not a war on a particular place or a particular
force," he said.Bush himself illustrated the perils of celebrating milestones in the
war, Mrozek said, when he landed on an aircraft carrier and hailed
the end of major combat operations in Iraq behind a "Mission Accomplished"
banner in May 2003. U.S. troops remained in Iraq for 8 1/2
more years, and Bush was criticized over the banner. The benchmarks were clearer
in previous wars. After World War II, parades marked Japan's surrender. After
the Gulf War, celebrations marked the troops' return after Iraqi forces were
driven out of Kuwait. The only mass celebrations of U.S. military activities since
Sept. 11, 2001, were largely spontaneous: Large crowds gathered in Times Square
and outside the White House in April after Usama bin Laden was
killed. At the same time, Iraq veterans aren

to serve China's poor majority.Beijing is rapidly expanding China's 56,000-mile rail
network, which is overloaded with passengers and cargo. But it has scaled
back plans amid concern about whether the railway ministry can repay its
mounting debts. On Friday, the current railways minister, Sheng Guangzu, announced railway construction
spending next year will be cut to about $65 billion, down from
this year's projected $75 billion.A failure to expand rail capacity could choke
economic growth because exporters away from China's coast rely on rail to
get goods to ports. The rail ministry's reported debt is $300 billion. Analysts
say its revenues are insufficient to repay that. That has prompted concern
the ministry might need to be bailed out by Chinese taxpayers.
