y arms-length insurance companies are hardly passive."And if its not passive, lawmakers
contend, the income is taxable.AARP did not make anyone available for an
interview, but did send a letter to Fox News from Kevin Donnellan,
AARP executive vice president and chief communications officer, who wrote that AARPs
chief aim is upholding its standards, and its actions are a detailed
commitment to quality control on products offered in its name."We have spent
more than five decades proving our commitment to helping older Americans obtain
quality, affordable health so, of course, we take seriously how others use
our name," Donnellan wrote. We are disappointed that this work should be
the subject of congressional criticism.AARP makes the majority of its revenues from
United's supplemental insurance policies to seniors, including what is known as Medigap,
which covers things for which Medicare does not pay. One of AARP's
many ads tells seniors that the insurance can hel

It also has remained in service with many post-Soviet carriers. In recent years,
Russia and other former Soviet nations have had some of the world's

to serve China's poor majority.Beijing is rapidly expanding China's 56,000-mile rail
network, which is overloaded with passengers and cargo. But it has scaled
back plans amid concern about whether the railway ministry can repay its
mounting debts. On Friday, the current railways minister, Sheng Guangzu, announced railway construction
spending next year will be cut to about $65 billion, down from
this year's projected $75 billion.A failure to expand rail capacity could choke
economic growth because exporters away from China's coast rely on rail to
get goods to ports. The rail ministry's reported debt is $300 billion. Analysts
say its revenues are insufficient to repay that. That has prompted concern
the ministry might need to be bailed out by Chinese taxpayers.

with attempted murder and multiple sentencing enhancements for using a firearm in
the shooting that critically wounded Christopher Sullivan, 22, a Purple Heart recipient.
He's expected to be arraigned this week.Sullivan was home for the holidays
at a homecoming party when authorities say a fight began over football.
When Sullivan moved to break it up, police say, gunfire broke out.Defense
attorney Michael J. Holmes said Tuesday that he wanted to talk to
his client and the district attorney before commenting further on the case."It
appears that he was being attacked and he was on the ground
and was being kicked in the back, stomach, the head, and that
is consistent with the injuries that I observed," Holmes said. "It is
