panies from China, Angola, Algeria and others. Few of those companies are
seen as having the capital or experience of the Exxons or Shells
of the world.Exxon Mobil has not commented on the deal since it
was announced by the Kurds in mid-November. Officials from the company did
not respond to requests for comment. If the deal goes forward, it would
be an enormous vote of confidence for the Kurds' oil policy and
could open the door for other majors to jump in."This is a
further step for the Kurds' autonomy in the federated Iraq," Theodore Karasik,
an analyst at the Dubai-based Institute for Near East and Gulf Military
Analysis said. For the company, the deal's benefits are obvious. It allows Exxon
Mobil to retain a share of the profits from the oil produced
while the service contracts offered by Baghdad provide the firms with a
flat fee per barrel of oil produced for their services. The Kurds win
the coup of netting a major company. They have unilaterally signed sc

SAN BERNARDINO, Calif. The lawyer for the 19-year-old California man charged
with the attempted murder of an Afghanistan war veteran said his client
was under attack when gunfire rang out.Ruben Ray Jurado was charged Tuesday
with attempted murder and multiple sentencing enhancements for using a firearm in
the shooting that critically wounded Christopher Sullivan, 22, a Purple Heart recipient.
He's expected to be arraigned this week.Sullivan was home for the holidays
at a homecoming party when authorities say a fight began over football.
When Sullivan moved to break it up, police say, gunfire broke out.Defense
attorney Michael J. Holmes said Tuesday that he wanted to talk to
his client and the district attorney before commenting further on the case."It
appears that he was being attacked and he was on the ground
and was being kicked in the back, stomach, the head, and that
is consistent with the injuries that I observed," Holmes said. "It is
alleged at that poi

FORT WAYNE, Ind. A babysitter and trusted neighbor has confessed that
he bludgeoned a 9-year-old Indiana girl to death with a brick then
dismembered her, hiding her head, hands and feet at his home and
dumping the rest of her remains nearby, police said Tuesday.Allen County sheriff's
investigators said in an affidavit that 39-year-old Michael Plumadore admits he killed
Aliahna Lemmon on Thursday.According to the affidavit, Plumadore told police that after
beating Aliahna to death, he stuffed her body into trash bags and
hid her in the freezer at his home in a rundown trailer
park in Fort Wayne. He said he later chopped up her body
and stuffed her remains into freezer bags.Police said Plumadore told them he
had hidden Aliahna's head, feet and hands at his trailer and discarded
her other remains at a nearby business. Police obtained a warrant to
search his trailer on Monday and found the body parts. The affidavit does
not provide details about why Plumadore kill

Iran is threatening to stop the flow of oil through the Strait
of Hormuz a key world oil route in the Persian Gulf
if the West imposes more sanctions over its controversial nuclear energy
program. The sanctions stem from a U.N. watchdog report that alleges the country
may be developing nuclear weapons. Iran has denied the claims, stating that
its program is for peaceful purposes, Reuters reports."If [the West] impose sanctions
on Iran's oil exports, then even one drop of oil cannot flow
from the Strait of Hormuz," Iran's First Vice President Mohammad Reza Rahimi
told Iranian news agency IRNA."Our enemies will give up on their plots
against Iran only if we give them a firm and strong lesson,"
he added. In Washington, State Department spokesman Mark Toner called the threat "bluster."
He said it was "another attempt by them to distract attention from
the real issue, which is their continued noncompliance with international nuclear obligations."Rahimi

ators also say the Argentine government should cover the costs."It would be
a good move if the State opens a clinic in one of
the city's public hospitals to attend to women with these implants, analyze
each case and later extract them at no cost," Deputy Daniel Amoroso
said in a statement. He said about 28,000 women get breast implants
each year in Argentina. In both Argentina and Brazil, government officials also asked
doctors to notify federal agencies of any patient complaints. It would be premature
to have women remove the implants if they're not having any problems,
said the president of Brazil's Plastic Surgeons Association, Jose Horacio Aboudib."I'd remove
them from any patient that wants to, but I don't see the
need for everyone to go into surgery," he said.Aboudib added that the
Brazil surgeons' association in January will create a national registry of breast
implants, where doctors would enter information about the patient, the date of
the operation, a
