It looks like the local routers don't like traffic with source address
on 18.187 going out the interface that's on the 18.181 network.  We've
got explicit routes to go out the 18.187 interface for tunnel
endpoints, but to everyone else, we use the 18.181 interface, so if
you try to reach the 18.187 address, the responses will get lost.

So what, actually, is *broken* at this point?
