Education Secretary Arne Duncan, a longtime friend and basketball buddy of the

"Yes, I do."To outsiders, an element of orchestration seemed apparent
a softening of the ground before Obama stepped forward. After all,
Biden has spoken out of turn before as when

his family off airplanes and subways altogether and the
White House has some practice cleaning up after such remarks.But aides said
Biden's comment was impromptu. He taped his appearance on NBC's "Meet the
Press" on Friday, and top officials said they and the president were
quickly made aware that the vice president went further than Obam
eversion on this topic. But several states Obama needs to win have
similar rules, including Ohio, Michigan, Wisconsin and Florida. Crucial Colorado is currently
embroiled in a legislative battle over a Democratic effort to legalize an
equivalent but differently named institution for same-sex couples.The message from the president
to voters in these states is that he wont try to override
their wishes. Hes not angry, hes just disappointed in them.The new Obama
straddle doesnt do anything practically for same-sex marriage activists, but it is
a symbolic victory for them to be able to say that for
the first time in history, a sitting president has embraced their cause.
Since these activists equate their efforts with that of those who fought
for equal rights for the descendants of slaves, the new Obama straddle
is seen as an important incremental step toward victories like those won
by black Americans in the 1940s and 1950s.(Same-sex marriage proponents believe that
hrowing billions of dollars at a missile defense system plagued by failures
made no sense, especially when the threat from the two nations was
highly uncertain and many in Washington are demanding fiscal discipline.This "would be
spending up to $5 billion in the next three years on a
missile defense system that doesn't work," said Rep. John Garamendi, D-Calif., who
offered an amendment to eliminate the project from the GOP-backed bill.The chief
proponent of constructing the site, Rep. Michael Turner, R-Ohio, said, "We need
to proceed with missile defense whether this president wants to or not."On
a largely party-line vote, the panel rejected Garamendi's effort, 33-28.Since the mid-1980s,
the Pentagon has spent nearly $150 billion on missile defense programs and
envisions another $44 billion over the next five years. But it is
not looking to construct a facility on the East Coast.Gen. Charles Jacoby,
