news conference in Phoenix.APPHOENIX Federal authorities said Wednesday they plan to
sue an Arizona county sheriff and his office over allegations of civil
rights violations, including the racial profiling of Hispanics.The U.S. Justice Department has
been seeking an agreement requiring sheriff Joe Arpaio office to train officers
in how to make constitutional traffic stops, collect data on people arrested
in traffic stops and reach out to Hispanics to assure them that
the department is there to also protect them.Arpaio has denied the racial
profiling allegations and has claimed that allowing a court monitor would mean
that every policy decision would have to be cleared through an observer
and would nullify his authority.DOJ officials told a lawyer for Arpaio on
April 3 that the lawman's refusal of a court-appointed monitor was a
deal-breaker that would end settlement negotiations and r
for gay marriage on a Sunday morning talk show and said
he was "absolutely comfortable" with same-sex couples being legally wed.Then on Monday,
Education Secretary Arne Duncan, a longtime friend and basketball buddy of the
president, stirred the pot further. Asked on a morning show whether he
believed same-sex couples should legally be allowed to marry, Duncan said simply,
"Yes, I do."To outsiders, an element of orchestration seemed apparent

WASHINGTON The number of people applying for U.S. unemployment benefits ticked
down last week after dropping sharply the previous week, evidence hiring could
pick up this month.Weekly applications dropped 1,000 to a seasonally adjusted 367,000
in the week ending May 5, the Labor Department said Thursday. The
previous week's figure was revised up slightly.The four-week average, a less volatile
measure, fell 5,250 to 379,000.Applications are a measure of the pace of
layoffs. When they stay consistently below 375,000, it suggests job growth is
strong enough to lower the unemployment rate.The unemployment rate has dropped a
full percentage point since August -- to 8.1 percent in April. That's
good news for President Barack Obama, for whom the economy is the
top issue as he faces a general election in November.Applications are falling
again after rising for most of April. The spike in applications coincided
