in the United States. The experts say they found the legal authority for
EPA to foster sustainable development without further congressional approval in the wording
of the National Environmental Policy Act of 1969, or NEPA. The study
says the law, the cornerstone of U.S. environmental policy, declared that the
continuing policy of the Federal Government is to create and maintain conditions,
under which humans and nature can exist in productive harmony, that permit
fulfilling the social, economic, and other requirements of present and future generations.(In
fact, the study quotes selectively from that portion of NEPA. What that
section of the Act says in full is that it is the
continuing policy of the Federal Government, in cooperation with State and local
governments, and other concerned public and private organizations, to use all practicable
means and measures, including financial and technical assistance, in a manner calculated

ged forgeries have raised the question of whether the Obama campaign actually
filed the necessary number of legal signatures, 500 from each congressional district,
to get on the state's primary ballot.State elections officials say the Obama
camp qualified in the 2nd Congressional District with 534 signatures, the Clinton
team with 704. But an estimated 150 signatures between both petitions may
have been forged, according to reports, leaving open the possibility that, in
at least President Obama's case, the number of legal signatures that were
required to put his name on the ballot fell short.Rokita said the
president "may not have" legally qualified for the primary ballot if the
number of alleged forgeries dropped his primary bid below the 500 legitimate
signatures required."If this type of stuff is happening in Indiana, it's happening
everywhere," he said. "It happened because of overzealous cheaters. People are cheating

<font style="color: #FCFCFC">erican people are tired of that. Frankly, I'm tired of it. On
the House side we've seen this kind of action before coming out
of the Senate. It's time to just stop, do our work, resolve
the differences, and extend this for one year.-- House Speaker John Boehner
on Meet the Press. The reason President Obama and Senate Majority Leader Reid
toyed with the idea of a government shutdown last week was that
once the government was funded, they would lose leverage over House Republicans
in the battle over extending the current Social Security tax holiday. In the
end, fears about precipitating such a crisis after House Republicans had already
come up with a bipartisan funding plan for the next year led
the president and Senate Democrats to go along and put through an
appropriations bill for the remaining 10 months of the current fiscal year. That
means House Republicans have the rest of this week to joust over
the issue of the payroll tax holiday, how it will be offset
n strategy involves a virtually all-encompassing regulatory vision. The study notes that
its priorities include climate change and clean energy; sustainable transport; sustainable consumption
and production; conservation and management of natural resources; public health; social inclusion,
demography, and migration; and global poverty and sustainable development challenges. In an American
context, the study says sustainable development raises questions that are not fully
or directly addressed in U.S. law or policy. Among them: how to
define and control unsustainable patterns of production and consumption and how to
encourage the development of sustainable communities, biodiversity protection, clean energy, environmentally sustainable
economic development, and climate change controls. The study notes that sustainable development is
broader than the sum of U.S. environmental and conservation laws.It adds that
a great deal more needs to be done to achieve sustainability
IOWA CITY, Iowa Republican Party officials in Iowa are taking new
steps to secure their vote counting systems after an anonymous threat suggested
computer hackers could attempt to disrupt next month's presidential nominating caucuses.A video
uploaded to YouTube features a computer-generated voice denouncing a corrupt political system
and calls on supporters to "peacefully shut down" the Jan. 3 caucuses. The
video claims to be from Anonymous, a loosely organized group of hackers
who have successfully conducted past computer attacks.Investigators aren't sure whether the video
is authentic, but party officials have instructed precinct caucuses to use paper
ballots as a backup system and taken other steps to protect the
database and website that displays caucus results. The party fears such a delay
could disrupt the traditional influence of the Iowa caucuses. Candidates who do
well tend to gain momentum in the presidential race, while those finishing
